Lew Goidell has over 35 years of experience in managing all phases of environmental management programs, including regulatory compliance (especially in hazardous waste management), environmental research, natural resource management, waste management (both radioactive and non-radioactive wastes), and environmental remediation. He is also an experienced project/program manager, having led project and program teams to successfully execute projects with funding levels of $30–60 million annually. Additionally, he has experience in the transportation of hazardous materials per U.S. Department of Transportation and U.S. Department of Energy (DOE) transportation requirements. He has also successfully negotiated major regulatory agreements and improved relations with stakeholder groups.

Lew spent the vast majority of his career working in the DOE complex both as a Federal employee and as a contractor employee. At the Savannah River Site from 1977 – 1994, he started as a staff environmental scientist for DOE primarily responsible for attaining compliance with the newly issued air pollution control regulations, then developing the compliance program for the newly-enacted Resource Conservation and Recovery Act requirements. He subsequently became the Chief of the Environmental Compliance Branch, overseeing all environmental compliance activities, and Deputy Director of the Environmental Division, overseeing both environmental compliance and the National Environmental Policy Act program and the natural resource management program (including environmental research). Finally, Lew was selected as the first Director of the Environmental Restoration Division, responsible for the environmental cleanup of legacy waste sites at SRS. In this role he was responsible for completing the closure of 3 surface impoundments that had historically caused significant groundwater contamination, the closure of low-level and mixed low-level waste burial grounds, and implementation of major groundwater remedial actions that also involved demonstration of new and innovative technologies.
In 1994, Lew began the next phase of his career by accepting an assignment with Jacobs Engineering Company at the DOE’s Fernald site near Cincinnati, OH. At Fernald, he served as the regulatory programs manager for the Decontamination and Dismantlement (D&D) Project, which planned the removal and disposal of all buildings at the site. He also served in the waste management program, planning the disposal of wastes generated by the D&D of the site and excavation of contaminated materials. In this role, he developed and implemented a plan for the improved (reduced risk and cost) transportation of mixed low-level waste using a combination of truck and rail (intermodal transport) and managed a successful pilot demonstration, resulting in a 33% reduction in transportation costs.
In 2001, Lew transferred to the Bechtel Jacobs Company, which was responsible for cleanup of the DOE sites in Oak Ridge, TN, Piketon, OH, and Paducah, KY. Lew’s initial assignment was at the Portsmouth Gaseous Diffusion Plant in Piketon, OH, where he was the Waste Disposition Project Manager, responsible for characterization, storage, treatment, and disposal of legacy wastes. In 2005, he transferred to Oak Ridge, TN, as the Transportation Safety Manager, assuring full compliance with DOE and DOT transportation safety requirements for transportation, both on-site and off-site, of hazardous materials. He was also responsible for managing several subcontracts, primarily for transportation of waste and materials and for treatment and disposal of low-level and mixed low-level radioactive wastes. Finally, in 2010, Lew went to work for Pro2Serve as a Project Manager, providing subject matter expertise in transportation and waste management to different DOE projects in Oak Ridge.
Lew holds a B.S. degree in Biology from Long Island University – Brooklyn and a Master of Environmental Science degree from the University of Oklahoma. He has extensive training in environmental management and transportation. He also has co-authored and presented numerous publications.
